The first year of the Dénia government's term has already passed. Vicent Grimalt, current mayor, does not want to highlight the exercise as a special one. For him it is another year, he says, but now he has new partners, new opposition, and also new challenges.
He receives us in the Mayor's office, with a stack of documents prepared for, we assume, if he has to resort to them in the event of a blockade. Housing, tourism, education, Bous a la Mar… No matter what the issue is, Grimalt tackles it without mincing words. He answers everything, but the stack remains intact after the interview.
ASK. How would you briefly describe this first year of the new legislature?
ANSWER. I think that on the one hand it is good, very good, because we have continued with the projects we had underway, in addition to some new ones that we have started thanks to the government agreement with Compromís. On the other hand, I really miss the direct relationship we had with the departments, with the Government of the Generalitat, and I think that in the end this is not positive for the city. Yes, we are noticing a bit of that lack of good relationship that we had before. But it is not because they did us any favors, but simply because they are two administrations that I believe should understand each other and work together.
Q. After 9 years as mayor, is this just another year or is each year a challenge?
R. Let's see, every year is a new challenge because every year you have new things. I wouldn't mark for years because in the end December 31 ends and January 1 of the following year is just another day, right? What is is a new legislature, a different legislature, a constitution of the City Council, of the corporation, different from the one we had. And well, they are new challenges, but in the end the challenge is always the same: working for your city and for the neighbors of Dénia.
Q. Now you share a hallway with Compromís. How is coexistence?
R. Historically we have always understood each other, beyond the differences that existed in the previous legislature. But hey, we keep working because, I say again, in the end they and we agree 99,99%.
Q. Has anything changed in your collaboration with respect to the Acord del Castell of that legislature?
R. No, no, same. They are new, two of the three councilors. They don't know the administration, they don't know how the City Council works, just like some of the new ones we have. Whether you like it or not, it always takes a while for them to realize that this is not a company, or it is not your house that you do what you want, but that you have a series of conditions and administrative procedures that you must follow no matter what. So, when it comes to buying pens or when it comes to doing a piece of work, they don't know how complicated the entire administrative process is. The truth is that at first they always stay a little out of the game, but little by little they learn.
Q. A year ago there was a change in the City Council. Political groups left, new ones entered, others have transformed. How do you value the new opposition?
R. Totally different. Beyond that Gent of Dénia It continues and the relationship we have with Mario (Vidal) is the same that we had... It is true that a far-right party has entered that I personally... I don't know. It's not that it bothers me, but it is true that his ideas have nothing to do with ours.
And in relation to Party, yes, it is different because the people are different, the people are new and the attitude of their spokesperson is very different from what there was. Each one will know why, because the relationship that we had before, that I have experienced in the two previous legislatures, of good relationship between each other, has somehow changed in this legislature. I don't know why, but hey, you'd have to ask them that.
Q. You now have a large blue block in front of you. Does this change the way of working in this legislature?
R. Regarding the composition of the City Council it has not changed. We still have 12 councilors, between Compromís and us, and the work is the day-to-day work and no one marks us or has to mark our route or our guide or our program. I say again, the relationship has changed and it has changed a lot because, well, details like before always when it came Christmas We were going to dinner after the last plenary session of the entire corporation, and the Popular Party does not want to join us. Because they invited them in the same way we always have.
Q. And, as you have already mentioned, Vox has entered the City Council for the first time. How do you value what he has contributed to the city this year?
R. Zero, because beyond the fact that they do not know the administration, and the way they work, they do not contribute anything. At the moment they have contributed absolutely nothing. There are situations, such as in plenary sessions, where they vote against proposals or motions but are unable to argue why. I think it's very good that you don't agree that I make a credit modification to finish the outpatient clinic, the old outpatient clinic, but argue why. Why say no for the sake of no, I don't understand it.
Q. And now, focusing on your work as leaders, is there any decision or measure that you feel especially proud of?
R. I am proud of everything we have done. I am very happy that work has started again on the ambulatory site. I am happy with everything that is being done in terms of urban improvement. I am very happy to have obtained more than 9 million euros of subsidies from European funds in the previous term, which are being developed now and when this term ends everything will be finished. For me, being more or less happy about something specific...
As long as the people on the street are more or less satisfied with what you are doing, they are never all happy with everything you do, obviously, but as long as the people on the street keep stopping me and thanking me, or congratulating me or asking me, or making suggestions to me… At least, they haven't changed that.
Q. Is there any measure that you consider especially difficult?
R. Yes, I know that the issue of Bous a la Mar, but they are things that have to be done because they have to be done. And life evolves and things change, and people at first don't understand it, or don't want to understand it. But hey, it's like when the Queen of the Fiestas was removed in 2003 or 2004, during the Paqui Viciano government. At first people rebelled and in the end nothing happens either, because life goes on. Beyond that, no.
Q. That's what I was going to tell you, the issue of the Bous a la Mar. As a result of the death of this bull last July, in an interview you said, and I quote you verbatim, "life evolves and there are customs that must be modified to "Let these things not happen." A few months later, this new measure was announced, which is the reduction by half of bullfighting celebrations in the city. Is this a consequence of what happened in July or is it a long time coming?
R. This is an approach that we have had for a long time. But hey, it's the same as the pedestrianization of Campo Street. It was planned, we had it planned, but, in quotes, thanks to the pandemic we took that step. On the subject of bulls, well, obviously, the same. What happened last year happened and what we have to ensure, in this case, is that the animals suffer as little as possible. As long as the animals do not suffer in the end and accidents like last year do not occur, things can continue to be done or they can be modified to combine both.
People who like to go should go, but not at hours, such as at noon, which is when it is hottest and when the animals suffer the most. A little of each, in the end, we hope to be able to reach that balance.
Q. Do you think this determines what the bullfighting festivities will be like in Dénia from now on or is it just a first step?
R. For now, the approach is this and we are not going to do anything else. As long as the law or Europe or the Spanish state, or whoever, does not say that you cannot do Bous a la Mar, for now we are going to continue in this format.
That we have not invented gunpowder. Entries of bulls, it hasn't been so many years since there have been three during the week. There was always one that was the one on Saturday. Now we are back to the same thing. We are not removing anything, we are readjusting to a situation that is not the same as it was 10 or 15 years ago.
Q. Can you imagine a Dénia without Bous a la Mar?
R. Why not? I know there are a lot of people who really like to go to the bulls. But I say again, one thing is to remove the bulls and eliminate half of the parties, and another thing is to adapt and change that for another activity. I don't think bulls are essential for life or for people.
But we are not going to remove them. We know that there is a sector of people who do like it, so we are adapting and continuing. Not all people like the concerts we bring to parties. Some like one type of music and others another. In these things, more or less, we have to combine one with the other.
Q. On election night, after knowing the results of the local and regional elections, I asked you if this change of sign in the Generalitat would cause any difficulties in the way of working from the local administration. You seemed fearful, but hopeful that what was already signed would continue. Now a year has passed. How are those fears going? Are you more hopeful?
R. It is no longer fear, it is reality. Relationships have nothing to do with it. Before, you would pick up the phone to solve a problem you might have at a nursing home, at an educational center, on any topic, and you could always talk to anyone. But not only because of the issue of political color. There are situations that, I have said publicly, I do not understand, and that is how is it possible that institutional officials from the department or the departments come to Dénia and the mayor is not notified, which in this case is me, but it could be another, right? It could be the other way around, and I wouldn't understand it. But I do know that in the Botànic legislatures, I always give the same example, and I told it to Mrs. Pepa Font In the last plenary session, "I would like you to explain to me if every time an institutional position from the Generalitat went to Benidorm, where the mayor is and was from the Popular Party, at some point they have not informed the mayor that a general director, secretary autonomous, councilor or whoever." That has never happened, and here it is happening now.
These are situations that outrage me because they are not harming me, they are harming the people of Dénia. There are actions, there are situations in the port, or in education or in other areas, that are harming me personally, yes, but because I am looking out for my town and for my neighbors, who are the ones who voted for me. . And when I am mayor, from that moment on I am the mayor of everyone, not just those who voted for me.
Q. You were also afraid that they would not revert the hospital and they have complied, and now they have taken the photo.
R. They have complied because they had no choice but to comply, because the steps had been taken, because the situation of the hospital or the health situation in the region was what it was. That whenever there have been meetings or actions of all the towns in the region, the first ones who have been here have been the mayors of the PP, many of whom are still mayors, and we have all come together. Because the problem of health or healthcare is essential for everyone, for all people, for all voters, for all citizens and for those who come from outside. And the situation of the hospital was lamentable, and now it continues to be very lamentable.
But let's wait. We all knew that if the Botànic had continued, this current situation that has been experienced in the hospital would possibly be similar, because the main thing was the lack of professionals, especially doctors, right? And that, the president does not have a wand that says now I will make you a doctor and now I will make you a nurse, or I will make you a doctor or I will make you a nurse. No, there is not. Now, management is obviously different.
Q. As for the train, or TRAM, or to Valencia, what can we expect?
R. About the train... We've been waiting for so many years that I think the train has already passed over us and we haven't found out. I find the train complicated. Regarding the TRAM, it is true that President Mazón already announced it before the elections, the same thing that President Puig had announced. It is true that in the previous legislature they took some steps and now it seems that they are saying that they are going to continue, but the facts, personally, are beginning to worry me. When statements are made in Gandia by the president of the Generalitat saying that for this year there are 135.000 euros for TRAM studies and you look at the general budgets, the budgets of the Generalitat, and they say that there are 90.000 for 2024 and 2025, something is wrong. When it comes to money, what's in the budget usually always rules, or should rule. I don't know, I'm a little waiting to see what happens.
Q. It doesn't seem like much was done in the previous legislature either.
R. From the Gandia-Dénia TRAM. That was approved and done, the study was entrusted to the Generalitat railways, I think it was at the beginning of 2023. They did not have time to do much else. Now, on the TRAM to Alicante, on line 9, there is no doubt that those who spent close to 200 million, which they put on the table, were the Botànic Department. And the Dénia-Benidorm line, all the works that were done, were by decision of the Botànic. Nothing was done that came from before because it was completely abandoned, and we knew it.
Q. One of Mazón's first decisions regarding Dénia was to appoint a trusted person, Pepa Font, as Port Commissioner, to facilitate communication, it was said, between the port board, the local administration, the department... Has this communication improved?
R. There is no communication. We summoned Mrs. Font on January 4 to give her the list of everything that we already had pending with the General Directorate of Ports. They took everything, we prepared a dossier for him. In the month of March, two or so months after that meeting, since we had no news from her, we called her again and asked her if there was any news about anything. It is true that from the first moment she told us one thing, and that was that she did not agree with the location of the Gent de Mar integrated center and that she was going to do everything possible to ensure that it was not built there, literally, and That has been accomplished for now. But, regarding everything else, we are as we were.
A couple of weeks ago the counselor came. The port table was convened for the first time, it had not been convened yet. Then the problems that exist in the port were put on the table, the issue of dredging, the issue of infrastructure, the issue of public moorings and all the problems that exist in the port regarding the port table, the City Council has others. What I did tell the councilor in front of everyone who was there is that I thought that the direct relationship with the City Council had to be fluid. It cannot be that we find out about decisions that are made in the port without communicating it to the City Council. It cannot be that they make plans to carry out important works in the port and that the Dénia City Council is not aware of it.
That did not happen in the two previous legislatures and I asked him not to let that happen. The counselor said: "How come you don't have...?" At the moment we have not found out anything. What we find out is through the press, not through conversations, from direct meetings with the commissioner, with the general director of Ports or with whoever she is.
Q. How do you assess Mrs. Font's management at the port?
R. The truth is that I have not noticed anything beyond the issue of Gent de Mar. There are two issues that are very important to us. The Dénia City Council pays for the electricity and the maintenance of all lighting within the port. The Dénia City Council pays its workers for all gardening maintenance within the port. We, the people of Dénia, paid 11.000 euros a year for the old fish market, the current Museu de la Mar. The only thing we asked for was: "we want an agreement." We are paying for this, but then, when the Bous come to the Mar, we pay for the occupation of the bullring.
The stage of the Vuelta Ciclista on September 2 last year cost the town of Dénia 5.500 euros, we still don't know why. For having started the Vuelta Ciclista from there. And we didn't organize it, the Provincial Council organized it, but they charged us for it. I want to tell you, if we have expenses in a space that in theory is not ours and we are paying them, more than 100.000 euros a year, we ask for an agreement where there are compensations. At the moment we don't know anything.
Q. Is the relationship between Pepa Font and Vicent Grimalt as bad as it seems from the outside?
R. I have had a very good relationship with Pepa Font while she was at Ciutat Creativa and at the Fundació. From the moment she was designated as a candidate for the Popular Party, evidently her attitude, her statements, her aggressiveness towards me has changed a lot. I am not one of those who receive a slap and turn the other cheek so that they give you another. Mrs. Font has decided to change her attitude towards me, well, very good. Politically she is there, I am here, and she is already there.
Q. And is this clash between the leaders of the main forces of Dénia positive or negative for the city?
R. Negative, totally. Because the representative of the Popular Party here is her. I believe that she is the one who should, or the Popular Party, have made themselves available to the government team for all the things that we have in direct relations with ministries. Mrs. Pepa Font, or the rest of the councilors who are in the Popular Party, or us, have been voted by the citizens so that we defend the interests of the citizens and of Dénia, not those of the Generalitat here. Not in a continuous and permanent electoral campaign.
Here we have problems with the modification to be able to start the works of Raquel Payà. We have been trying for a long time to get this modification authorized for a regional special education center with characteristics of the users of this center that for me are the priority, which are those boys, girls or people who go there. I prefer there to be barracks in a primary school than to have barracks in Raquel Payà. And we are waiting, and Mrs. Font has not yet come to tell me "do you want me to talk to the department?", "do you want me to talk to someone?" At the moment she hasn't done it yet.
Q. In the last election, most or all groups agreed on the importance of the housing issue. Can we already say that we are in a housing crisis?
R. On the issue of housing, the crisis is evident and it is here and everywhere. A few days ago we had the first meeting with the editors of a study that the University of Alicante has done for us to give us a series of data and work will begin on it. Analyze the why and some possible solutions. We are going to call on political parties already affected, in quotes, associations of Dénia, probably in the second half of this month, to convey this study to them.
Now, I have always thought that the housing problem is a problem that should be solved from above. We do not have the power to tell a large holder who may have 20 or 30 or 40 closed homes, "make them available to the people", "put them on the market so that people can...". And, above all, control the rental price. We don't have the tools to do that. It worries us. We are working to be able to create social housing in the only expansion area that we can have, which is the part of what is the Ronda Norte, the Ronda Perimetral, the famous Ronda Perimetral, the Vía Parque. There will be there, but that is not a short-term solution. That will take time.
Q. Would you put measures like other cities have done, as Valencia announced the other day, when it comes to limiting or reducing licenses for tourist apartments?
R. As soon as we have the entire study closed we will decide what we do. But I say again, you have a house for tourist rental and they tell you that you can no longer have it as a tourist rental, you have to put it as a regular rental. Very good, but you put it at a thousand euros a month. Where is the difference? You are going to rent the house and pay a thousand euros a month, a young man with a normal job? That's the problem. It is true that in terms of the tranquility of the building, perhaps, at some point, these types of rentals do create problems. But that, as long as there is no real regulation regarding the prices that can be charged, or taxing those owners who have many houses and who have them closed, the problem will not be easy.
Q. Do you think that the boom in short-term tourist rentals could have influenced the crisis? Because in the survey you did of people it came out that 70% of those surveyed thought it really was a problem.
R. It's a problem. But the owner can decide what he wants to do with his house. If you plan to get 12.000 euros a year from renting a house you have, perhaps you are more interested in renting it 3 months a year at 4.000 euros a month, or for weeks, or however you want, than not having it rented 12 months a year . But, of course, who pays 1.000 euros to rent a home? The problem is the price of the rents. The problem is that you are going to rent a house and they ask you for 7, 8, 900, 1.000 euros. What worker, what young man, emancipates himself, leaves his house, unless he has his back or his bank book well covered and is going to pay 7 or 800 euros a month in rent? That's the problem. The problem is the price, not that there isn't one. The problem is the price.
Q. With the Generalitat's right of first refusal, wouldn't Dénia be able to dispose of the thousands of empty apartments that the banks have?
R. Yes, but who tells the bank "take out your apartment... your building, they force you to put it to the test"? What is incomprehensible, and I say this at a general level, at a general level of the entire Spanish state, is that in 2008-2009, or 10 or 11, more than 80.000 million euros were given to the banks to save them, so that did not go bankrupt, and today they have not even returned the money and continue to have their homes. That's what's not logical.
I understand that from the Central Government that is very complicated, being able to tell a large bank or Sareb "give it to me." In Dénia there are approximately 5.000 closed homes. 5.000! If we managed to put half of it on the market at reasonable prices, perhaps the housing problem in Dénia would end. But who tells those who have those 5.000 homes, which will be three or four banks or large developers, who forces them to put that home on the market? There is no law that forces them. Someone would have to say “you are going to put this out.” But in Spain specifically, I think the argument is very simple. I gave you 80.000 million euros so that you wouldn't go bankrupt. Now you return it to me with these homes, and you give them to me, to the government. And I will distribute them in each municipality so that they can make social housing.
I guess those are such complicated things and they have them tied up so well that it is impossible. If they had not done it, because I trust the government in Madrid and I trust the policies they are trying to apply. But it is clear that there are a series of issues that are very complicated and it must be very difficult to go to a bank and say: "What did I give you? 10.000 million euros so that you don't go bankrupt? How many homes do you have closed? Well give them to me. Put them in my name. They're never going to pay it back either, but "forget about the debt, I'll settle for this."
Q. Regarding the new construction, at what point is the General Structural Plan? Because it was thought that at this point, a year has already passed, we would see the growth of Dénia or announced projects that had gone ahead.
R. Those who thought this are because they did not see the General Plan. The Dénia expansion is solely and exclusively what Via Parque will be, which is the access to the port, the perimeter ring. That is the only space where the General Plan foresees housing of this type being built. And there we will have land and public housing. There we will have. We are now about to close the agreement with all the owners so that it can be done, and there it will be done.
But I already said it at the beginning, this is not going to solve the housing issue now, nor in two, nor in three years. It will take longer. But the objective of the General Plan was not for more to be built in Dénia. On the contrary, the objective of the General Plan was to regulate so that Dénia would not continue to grow uncontrollably, as it had grown for so long.
Q. There is a lot of interest in the resolution of the Detailed Management Plan, especially for Les Rotes-Montgó and Marines. What point is it at?
R. They are awarded, because we have done it in batches. We did not want it to be all the same package, and they have done it in batches. I think that out of five there are three already awarded, there are two that have been left empty, and if they have not been issued, the new tender will be about to be launched so that someone can take it and do it. This will be finished, we estimate, in a maximum year. All.
Q. Let me return for a moment to the topic of tourist rentals, or, rather, Airbnbs. Is this changing the city's tourism model?
R. It must be taken into account that in Dénia a very high percentage of tourism, of places, are tourist homes or apartments or rentals. The tourism model of Dénia is not a Benidorm, Calpe, Gandía model, which are more of hotels. We don't have a hotel offer here. We have 3.000 bed spaces, we have no more.
This has always happened here. The only thing that happens is that this is true and perhaps what it produces is that, in some way, these homes are regulated, but before there were people who rented their house, they gave it to friends, who I don't know who had They said they came from Paris and were looking for a rental and you rented the house to them.
Anyway, in a couple of weeks or three you will all have the study. Which is surprising, huh? I am not going to give data because I am not going to say it but it is surprising the economic impact that the tourist homes in Dénia or the people who come to do tourist housing tourism have, the number of homes there are and some other data that... I I was very surprised, really.
Q. It seems that there are more and more young people, groups of young people, who come here to spend the summer. Is party tourism a concern?
R. Yes, party tourism is of concern. Let's see, as long as normal parameters are maintained, people who are young have every right in the world to come to the party but as long as this does not turn into a Magaluf, which in the end is a mess, and that the people of The usual family tourism that has come to Dénia is starting to stop coming. At the moment I think that in Dénia we are still very far from that, beyond perhaps occasionally in some chalet, in some apartment for 4, 22 sneak in and some night they throw a party. But the police in these cases are ready to act if they are notified.
Q. Returning to the topic of the survey that we mentioned. It was asked to vote from 1 to 5, with 1 being very bad and 5 being very good, to assess the coexistence between tourists and neighbors, between tourism and neighbors. It devastated 3, which is neither good nor bad. 37% voted positively, but 32% voted negatively. It seems very divided. Is there increasing fatigue from tourism?
R. It will be necessary to take into account, first of all, that in Dénia a very high percentage of the economy and jobs are directly related to tourism. Making cheap politics of tourismphobia seems to me to be a dangerous risk. What would happen if in Dénia this summer 50% of those who normally come did not come? Many bars, restaurants, cleaning companies of all types of services would close and people would go on unemployment.
I don't think Dénia has a tourismphobia problem. We have many advantages compared to other destinations. For example, we have more than 20 km of coast where people go to bathe or enjoy the beach or Les Rotes... You are not crowded. That thing you see on TV that at seven in the morning a person comes down, they send the father, the mother, the grandfather, the grandmother, to put up the umbrella, like "I have conquered this, and I don't put up the flag because they will not let me". That doesn't usually happen here, other than occasionally maybe someone who does it. That is what ultimately worries the inhabitants, those of us who live here all year round.
What in the Campos street July 12 arrives and you can't sit on a terrace? Yes, but well, it's like someone who goes on vacation to another place and the same thing happens to them.
Q. If it's okay with you, let's go over several pending projects and tell us where they are and when they will finish. The Marqués de Campo solar park?
R. The works have already started, I think the execution plan is 4 months. That one has an end date and that is December 20 or so, since it is a European fund, it must be finished. And it will be finished because it takes 4 months, more or less, of work.
Q. And the Torrecremada campus?
R. Work is being done on the Torrecremada campus, and the truth is that now there are a lot of people there. It should be finished in November. It will be finished.
Q. When will you open the doors?
R. That is in terms of the work, which is what is paid 50% by the Generalitat, 50% by the city council. Dressing it inside, equipping it inside, are European funds. When it is finished we will start, but I believe that beyond the middle of next year everything will be underway.
Q. The works on the wall of the Castle and the entrance to Baix la Mar?
R. It is true that there we have had a problem with the company, a problem that a series of things have not been executed and we are negotiating with the ministry. In principle there will not be any problem that the subsidy will be jeopardized, as some have already gone to take a photo there that we are going to lose the subsidy. But in a short period of time what had to be done will be finished and will be solved.
Q. The redevelopment of Carrer Sagunt and Carrer Elx?
R. On Sagunt Street, I believe the works have already been awarded. It is very possible that they will let the summer pass for the works to begin, but they are awarded. As for the Elx street area, that was a subsidy from the Provincial Council that we are waiting for them to confirm, and when they confirm it we will write the project and we will do it. But until the Provincial Council confirms it, we cannot do anything.
Q. And the second residence?
R. The second residence is being drafted and I don't think it will take more than a month, month and a half, to deliver the project to us. But those are European ministry funds. We hope there are no problems and that everything continues as planned.
Q. You've mentioned it before, but what about the new Raquel Payà?
R. The new Raquel Payà I spoke (a few weeks ago) with the General Director of Infrastructure and he promised that throughout this week or next week we would have a response. But we need, yes or yes, that they authorize us to be able to do the Raquel Payà.
Q. The Gent de Mar vocational training center?
R. Unfortunately, we are as we are. They don't allow us to do it there. We are going to see if we locate it somewhere else, but I believe that the training of this type of specialties that were going to take place there, which does not exist in the entire Valencian Community, is very important for Dénia and for our region, and we hope that department sees it the same way. Don't let them pull it back, not only the location but also the delegation of powers to be able to do it.
Q. And Diana's Bosc?
R. The Bosc de Diana is drafting the project.
Q. To finish, you said in the elections that this would be the last time you would run. Then you have 2 years left as mayor of the city. Is there anything you would like to clarify or finish before you leave?
R. I believe that almost everything we had in the program, if it is not finished, will be almost finished when I leave, May 25, 26. Most of the things will be finished, and if not, they will be finished by the end of the legislature. I'm leaving but the legislature has one year left and my colleagues are there. They will continue to do so. Because the work is a team effort and not my job at all.
That I would have done many other things? Yes, but the economic problem is what it is and in the end you go home with some thorns of saying: "Would I have liked it if we could make an important and necessary cultural center for Dénia in the old slaughterhouse?" Yes. Would I have liked to have had an auditorium with better conditions? And no one has to tell me because I've been a musician my whole life and I know what it's like to play up there. Which in terms of public, more or less, is fine. The problem is that it needs infrastructure. Well yes, but I always say that Dénia has many other needs to spend your money on, beyond the sentences that fall on us and that cost us many millions. But you have other priority needs before some others.
