VMP regulations in Dénia: requirements for the use of an electric scooter and where to circulate

Dénia already has the new regulations for cycles and personal mobility vehicles. With this it is intended to educate on how to circulate around the city both with bicycles and with new types of transport, such as electric scooters.

Bicycle regulations and other cycles

A cycle is considered to be a vehicle with at least two wheels and propelled exclusively or mainly by the muscular energy of the person or persons on the vehicle, particularly by means of pedals.

Requirements

  • They must have a bell.
  • Tunnel or low light reflective: red rear light and white front light; Homologated orange reflectors on the rear, spokes and pedals.
  • Reflective clothing on interurban roads.
  • Mandatory use of an approved protective helmet on all roads for children under 16 years of age (drivers and passengers). Mandatory for all occupants on interurban roads.

Where can they circulate?

Bicycles, as well as cycles in general, can circulate both on urban and interurban roads, unless expressly indicated otherwise.

urban road rules

  • They will be able to overtake other vehicles on the right or on the left, depending on their safety.
  • At intersections regulated by traffic lights and retentions, you can overtake stopped vehicles or to get to the stop line.
  • Unsegregated lanes are used only by bicyclists. The speed limit will coincide with that of the road in which they are located.
  • The lanes segregated from motorized traffic and bike paths can be used by cycles, chairs and tricycles for people with reduced mobility, scooters and skateboards.

Intercity road regulations

  • With walkable shoulder: they will circulate on the hard shoulder on their right.
  • No walkable shoulder: they will circulate on the right and as close to the edge of the road.

Personal mobility vehicles

VMPs are vehicles with one or more wheels equipped with a single seat and propelled exclusively by electric motors that can provide a maximum design speed between 6 and 25 km/h.

Requirements

  • To circulate, they will need a circulation certificate as of 22-01-2027, and as of 22-01-2024 they cannot be marketed without said certificate.
  • Helmet or approved protection system.
  • Front red and white rear light.
  • Maximum approved speed of 25 km/h.
  • Minimum age 15 years.
  • Without passenger (individual use).
  • Violations and sanctions classified as serious with a fine of €200.

where can they circulate

The VMP can circulate on the roads and speed zones of 20 and 30 km/h within the city.

Common prohibitions for cycles and VMP

  • Driving on sidewalks, walkways and pedestrian areas is prohibited except for vertical and horizontal signage expressly authorizing it.
  • Driving using helmets, headphones or mobile devices is prohibited.
  • Driving under the influence of alcohol and/or drugs is prohibited.
  • Parking that obstructs the passage and accessibility of pedestrians, as well as tied to trees or street furniture, is prohibited. The cycle parking lots located on public roads are reserved exclusively for cycles and personal mobility vehicles.
  • The general traffic regulations for vehicles will be respected: traffic lights, pedestrian crossings...

Traffic exceptions in Dénia

Cycles and Personal Mobility Vehicles have express authorization to circulate on the Marineta Cassiana y Glorieta-Marquis of Campo. However, they must do so at a pedestrian speed (approximately 10 km/h) and pedestrians will have preference.

      Until someone with the same "freedom of movement", a concept that you confuse, runs over you in the middle of the pedestrian zone. Then you will be the first to ask for regulations, or will you thank the person who ran you over? Here we talk about the use of pedestrian areas, not traffic lanes for vehicles.

    I am the owner of the HOPP electric scooter rental, recently started in Dénia. Our service is very welcomed by locals and tourists. To ban the electric scooters from the 50km roads is just insane. I already have locals how to work in the center and lives in Las Marinas and Las Rotes using the scooters every day to go to work. The new regulation makes that impossible. The Town Hall has a plan to become more sustainable city. To make electric scooters an alternative to travel across the city instead of using cars is a good thing. I hope the Town Hall will reconsider this decision. Furthermore, as for trying to find a parking place in the center, scooters which you can rent for going to and from the center is a good alternative. We have lots of places in the city where you can park the scooters.

      Advertising the business for tourists to further oversaturate the area. You don't give a damn about the locals, don't be hypocritical, besides those of us who live here don't need your service, what we need is more public transportation.

        I don't fully agree I see the scooters as a good alternative solution compared to taxi or a personal car.
        But I totally agree on the public transport comment. I live near consumption in las marinas and the bus service is indescribable. It's not even a service. My daughter has to wait 3 hours after school at chabas to get a bus home.
        And the last busboys at 2030 absolutely ridiculous. I drive around 40 km a day in and out of the city because of the lack of public transportation.

    Another "certificate" for scooters. Then there will be ITVs too, license plates? Typical response… to “help us” they impose on us more bureaucracy (more spending, more taxes) the politician's paradise….
    CE certificate to which the scooters are subject and what is it used for? Tired of being treated as incapable and irresponsible.

    Why not make Marquis de campo completely pedestrian- also l think you will find that walking speed is approximately 5 kph not 10!!
