    I find it amazing that students in high school have to use free software without any possibility of using any payment more quality and that the government, which is just another public institution and should be the one to support these measures (and if not , to remove this software in all schools) may not be able to use them.

    This is just a clear example of ordering an action and not follow the example of all spending money on something unnecessary.
